Founded in Accra in 2010, Hayil has spent fifteen years building the infrastructure that makes civic engagement real - not aspirational. We connect citizens to their governments through tools that are simple enough for anyone, and powerful enough for the people who govern.

Our mission

Make every government interaction between a citizen and their office trackable, transparent, and meaningful.

Civic disengagement is not a people problem. It is an infrastructure problem. When people have no reliable channel to engage, they don't engage. When governments have no way to listen at scale, they stop listening. The gap widens.

Hayil is the infrastructure that closes that gap. Not through optimism - through tools. Every petition that gets a reference number, every complaint that gets a response, every referendum that a citizen votes in from their phone - that is the mission made concrete.

Citizens first, always.

Every Hayil account starts as a citizen account. Civic participation is never behind a paywall. The platform exists to amplify voices - not to commoditise them. Everything we build starts from the question: does this make it easier for a citizen to be heard?

Accountability is not optional.

We hold ourselves to the same standard we ask of governments. Our own data practices, business decisions, and platform policies are transparent. We publish what we track, why we track it, and how long we keep it.

Radical simplicity.

Our platform is used by everyone from a rural farmer filing a road complaint over USSD to a Member of Parliament reviewing constituency analytics. Complexity is a barrier to civic participation. We relentlessly simplify.

Evidence over opinion.

Good governance runs on data. So does Hayil. Every feature we ship, every market we enter, every product decision we make is driven by evidence - from our users, from the data, and from honest post-mortems when we get things wrong.
